Women writers in science

Article in Nature commenting the very low proportion of female authors (sometimes as low as 3.8% depending in discipline). The solution proposed was to extend gender parity to commissioned writers. Is this a viable, useful, or best solution? I am not sure. Starting sooner in the pipeline seems like a better solution, i.e. Nature/Science offer training camps for junior female scientists to get more/retain women that can write for top journals seems like a bigger solution to me.
